For Budgetary purposes, District operations can be viewed as involving two distinct tasks: we serve water and electricity to approximately 12,000 customers day by day and we expand our water and electric system in response to growth in the Community.

These two tasks have different funding sources. The day by day provision of water and electric services is funded by monthly water and electric rates, while expansion of the water and electric systems in response to growth is funded by developer contribution in the form of direct payments set forth in development agreements, facilities fees and connection charges.
