Truckee Donner PUD Board of Directors

Tony Laliotis

President Tony Laliotis has served on the TDPUD Board since 2010 when he was elected for his first term.  In 2014, he was appointed by the Nevada County Board of Supervisors in lieu of the General Election. The number of candidates did not exceed the positions filed for the November 4, 2014 election. His current term expires December  2026.

Tony Laliotis worked for Tahoe City Public Utility District for 25 years. He was the Director of Utilities, overseeing the water and sewer systems, which run from Dollar Point to Emerald Bay on the North and West Shores of Lake Tahoe covering approximately 22 square miles.  Tony is a 19 year resident of Truckee, where he and his wife are raising their family, and holds a Bachelor’s of Science Degree from Cal Poly San Luis Obispo.

Courtney Murrell

Vice President Courtney Murrell was elected to the Board in December 2024. She grew up in the East Bay, spending winters skiing with her family around Tahoe. She ski raced throughout her childhood, and while in college, won NCAA titles and qualified for the U.S. Olympic Trials and the USA Diving National Team for springboard and platform diving. She achieved her undergraduate degree at Brigham Young University and graduate degree at San Jose State University in exercise physiology.

Starting in Silicon Valley, Courtney worked diligently in the health field with Apple Computer and Coherent Inc., before transitioning into marketing. Her professional background, communication skills, energy and enthusiasm make her a voice of the people.

She and her family have lived in Truckee for over 20 years. Today, her youngest child is enrolled at Truckee High School, and her oldest is a U.S. Air Force Academy cadet.

Christa Finn

Director Christa Finn was elected in November 2018 and took office in December.  Her term expires in 2026. Christa has lived in Truckee for over twenty years.  She and her husband own and operate the Pour House in historic downtown, which has been in business since 2005. They were awarded Small Business of the Year by the Chamber of Commerce in 2018. Christa has also served one year as the President of Mountain High BNI.

Christa and her family have been long-term supporters of many of our local non profits, including Sierra Senior Services and the Watershed Council.  They have been volunteer monitors of Alder Creek for over 10 years.  She and her family enjoy all of the incredible outdoor opportunities that our beautiful region offers, from skiing to mountain biking to rock climbing and swimming in the lakes. Christa has a BA from Boston College.

Jeff BenderDirector Jeff Bender was most recently re-elected in 2024 and his term expires December 2028.

Jeff Bender lives with his family in Truckee.  Mr. Bender owns Bender Engineering Commissioning and Jeff Bender Construction which provides engineering, commissioning and construction related services along the Sierra Nevada. Jeff has a wide range of experience in the fields of energy management and efficiency, mechanical engineering, commissioning and retro-commissioning, green building and renewable energy technologies. Jeff is a licensed Professional Mechanical Engineer and is a licensed class B general contractor in California.  Jeff Bender has been a member of the Truckee Planning Commission, and also served on the town’s Green Building Committee.  Jeff also has served on the Nevada County Local Agency Formation Commission.

Steve RandallDirector Steve Randall was elected to the Board in December 2024. Steve is retired after serving as General Manager of the Truckee Donner Recreation & Park District for 38 years. Steve lives in Truckee and has two daughters. Steve has a bachelor of arts and a master of science in Park and Recreation administration. Under Steve's tenure at TDRPD, the District grew to include 14 parks, facilities and community centers. Among the many awards during Steve's tenure, the most notable included Best Park and Recreation District in the State of California in 2004, 2010 and 2017. TDRPD also was awarded the Best New Facility in the State of California for River View Sports Park, the Community Recreation Center and the Aquatics Center. Steve is active in the community and serves on many non-profit and foundation boards. Steve has been the Citizen of the Year in Truckee twice.
