General Management

The General Manager of the Truckee Donner Public Utility District and his immediate staff are responsible to the Board of Directors for administration of all District affairs including; budget, organization, operations, procedures, controls, and all matters pertaining to staffing.

Brian C. Wright, General Manager- Brian has more than 30 years of experience working in the public utility sector, leading teams with a range of responsibilities including operations, management, and strategic planning.  As the TDPUD’s General Manager reporting directly to the Board of Directors, Brian is responsible for the overall leadership and vision of the District’s operations, engineering, administration, finance, community relations and other key functions, accomplished through the commitment of a high performing team of qualified personnel.

Scott Crow, Information Technology Director/CIO, Assistant General Manager- Scott has more than 30 years of public enterprise level experience in Information Technology.  In addition to holding a bachelor’s degree from the University of Nevada, Reno, Scott also holds a master’s degree in Information Systems and a master’s degree in Computer Science.  Scott directs and oversees the strategic operations of Information Technology for the district.   

Chad Reed, Water Utility Director- Chad is a 15-year veteran of the water industry, having spent the last 15 years serving as the General Manager of the Quartz Hill Water District in Lancaster, CA. A Southern California native, Chad received his Bachelors of Science Degree in Geology from California University - Bakersfield and his Masters of Science in Hydrology and Watershed Management from the University of Arizona. 

Mike Swanson, Director of Electric Engineering and Operations- Mike has over 40 years of experience at PG&E, Hawaiian Electric, and Rokstad Power before joining Truckee Donner PUD. He is the Director of Electric Engineering and Operations at Truckee Donner PUD. He holds a business degree from Purdue Global University and a CHST Certification. 

Steven Poncelet, PIO and Strategic Affairs Director- Steven has over 30 years of professional experience with utilities from private to public and in the high-tech and non-profit sectors.  He is responsible for the legislative and regulatory affairs of the District, while creating optimum community engagement.

Mike Salmon, Chief Financial Officer- Mike obtained a bachelor of science degree in both accounting and finance from Florida State University. With his CPA certification, Mike’s public accounting experience (PWC) included utility and hospitality clients.  Mike has worked professionally in the finance and accounting field for over 30 years and joined the District in 2020.

Jillian Steward, Director of Human Resources and Risk Management- Jillian has 20 years of Human Resources experience in a variety of industries including retail, healthcare and the ski industry.  At TDPUD, she directs and oversees the strategic and daily operations of the Human Resources and Risk Departments. Jillian joined the District in 2020.
